New multi-use rec facility

Council supported a development permit for the new multi-use recreation facility to replace Parkinson Recreation Centre. The new recreation centre includes a triple gymnasium, running track, fitness area and studios, aquatics facility, multi-purpose rooms, community teaching kitchen, library space, washrooms, administration space, and child care centre. As well, the plan includes new sports fields, pickleball and tennis courts, a multi-sport box, multiuse grass areas, playgrounds, the restoration of Mill Creek, relocation of outdoor fitness equipment, and a cultural gathering space.

Future growth

Council heard a staff report around a revised growth scenario for the 2025 Official Community Plan (OCP) update, aligning with the interim Housing Needs Assessment. This scenario anticipates the need for nearly 45,000 housing units between 2021 and 2041, an increase of about 20,000 units compared to the 2040 OCP. Kelowna's existing land use and zoning provide capacity for approximately 75,000 units, indicating ample potential to accommodate this growth.

New tenant protections

Council OK’d new tenant protection measures aimed at supporting renters during redevelopment projects. Key recommendations include mandatory Tenant Protection Plans outlining compliance with the Residential Tenancy Act and City bylaws, compensation equivalent to three months' rent, four months’ notice, and $1,000 in moving expense assistance. These measures align with Council priorities on affordable housing and homelessness prevention.

Water security plan

Council adopted its inaugural Water Security Plan, a strategy designed to ensure the long-term sustainability of the region’s water resources. This plan adopts a holistic "one water" approach, integrating governance, partnerships, and syilx knowledge across six key sectors: water supply, wastewater management, environmental flow needs, stormwater management and flood protection, natural systems, and source water protection. The plan also fulfills a provincial requirement for a long-term water strategy and aligns with Council's Climate & Environment priorities.
