Time is running out – there are just a few days left for residents to share their thoughts on three concepts for the North End, an evolving neighbourhood found at the base of Knox Mountain and on the edge of downtown. 

Residents can complete the survey on Get Involved before October 22 to identify which aspects of the three concepts they like best for the neighbourhood, along with what could be improved and what might be missing. Input will help the City understand which features of each concept are most successful and will help shape a refined concept to guide the future of this area.

The North End Plan concepts are intended to give high-level direction for land use across the entire neighbourhood, including the former Tolko Mill Site, a 17-hectare privately-owned waterfront property that is signaled for redevelopment. A separate planning and engagement process for the Mill Site is also currently underway at kelownamillsite.ca. Given the scale and location of this property, redevelopment of the Mill Site will have a significant impact on the neighbourhood. Residents are encouraged to weigh in on the developer’s concepts for this site so that the community’s aspirations can be understood and incorporated into final site plans.

At this stage, the concepts represent different ways of incorporating additional housing, amenities, parks, public spaces and transportation options within the North End and community input will help influence more concrete plans. A refined North End neighbourhood concept and the final plan are expected to be completed in 2024. Both the North End Plan and Mill Site plans will be subject to Council approval.
