Community Works Fund makes communities work

With the end of 2023, many capital projects that deliver on community expectations and Council priorities and meet the objectives of the Official Community Plan have been successfully completed.
These projects, including three crosswalk improvements, seven active transportation corridors (ATCs) and 20 kms of newly paved road segments, were made possible through a $6.14M investment through the Community Works Fund of the federal government’s Canada Community-Building Fund, administered in B.C. by the Union of BC Municipalities (UBCM).
“We are committed to supporting projects that strengthen communities, tackle climate change, and better connect residents with their cities. We will continue working with municipalities across the country to ensure that Canadians have the infrastructure they need to stay active and healthy,” said the Honourable Sean Fraser, Minister of Housing, Infrastructure, and Communities.
Capital projects maintain and improve outdoor spaces, buildings, active transportation networks, roadways and utilities to accommodate the changing needs of residents. Keeping critical infrastructure in good condition around the city is essential to create vibrant urban centres, balanced transportation networks and inclusive communities.“Kelowna is known for its scenic beauty and world-class recreation, attracting people from across the globe. Its pace of growth depends on reliable and sustainable infrastructure,” said Anne Kang, Minister of Municipal Affairs. “That’s why we are working with all orders of government to improve road safety to promote active transportation and to build a safer community for residents and visitors alike.”
“The Community Works Fund is delivered twice annually and enables local governments to make choices about which eligible projects get funded that are important to their own community,” said Mayor Tom Dyas. “This recurring federal government funding, administered by UBCM, allows the City of Kelowna to plan ongoing investment in our municipal infrastructure, without relying entirely on property taxation.”
A few 2023 construction projects that have been made possible through support from the Community Works Fund include:
- Road safety improvements: Pedestrian, cyclist, and motorist safety are top priorities for the City of Kelowna. Three crosswalk improvements were made this year to increase safety for Springvalley Middle and Elementary School students as part of the “Safe Routes to Schools” Program and seven other crosswalk improvements have been completed. The City also expanded the sidewalk network by approximately 410-metres and completed four intersection improvements in 2023.
- Active Transportation Corridors (ATCs): One of the City of Kelowna’s top Council priorities this term is to protect the environment by reducing greenhouse gas emissions. The active transportation network helps residents and tourists get to key destinations around the city without the use of a vehicle. A total of seven ATCs have been supported by the CWF including the new southward Casorso ATC expansion, the second phase of Houghton ATC and expanding the Sutherland ATC which is currently underway. These allow riders of all ages and abilities to comfortably commute, stay active and explore the city safely and efficiently.
- Road Surface Improvements: Approximately 20 lane kms of road have been resurfaced in 2023 to improve streets and intersections. These areas include sections of Pandosy Street, Sutherland Avenue, Springfield Road and Burtch Road. Monitoring and testing of roads by the City helps to identify and prioritize sections that require updating.
The City appreciates the patience and understanding received that has allowed crews to deliver world-class infrastructure and services. With fluctuating costs of materials and availability of crews, some projects will continue and be completed in 2024.
