New active facilities to be developed as plans to build a stronger Kelowna progress

Community engagement and procurement opportunities are on the horizon now that several key facility projects are moving forward with funding in place including the redevelopment of Parkinson Recreation Centre (PRC).  

In building a stronger Kelowna, the redevelopment of PRC will advance with plans to build a significant recreation facility in the heart of Kelowna, develop new activity centers for all ages in Glenmore and Mission, enhance sports fields in Rutland and further opportunities with community partners including Okanagan College and UBCO.  

“The development of these new community, sport and wellness facilities in Kelowna is a vital investment in the health and well-being of our community,” said Derek Edstrom, Partnerships and Investments Director for the City of Kelowna. “These facilities and strategic partnerships will grow and enhance spaces for people of all ages to come together, be their best selves, and build social connections, ultimately contributing to a stronger, more vibrant community overall." 

The city has issued a Request for Proposals (RFP) initially for qualified architectural design services, to be followed by general contracting for construction services to submit qualifications for selection into an Integrated Project Delivery (IPD) approach for the centres. These initial procurements will be followed by additional design and construction service bid opportunities. Once the full project team is formed, including but not limited to designers, engineers, contractors, sub-contractors, and suppliers, they will work collaboratively to validate the project, anticipated to begin in spring 2024 and take six to eight months to complete.  

“These projects will be delivered through a collaborative approach that brings together all parties to form a team from the very beginning of a project,” said Edstrom. “This process has high economic and innovative value by optimizing resources, enhancing communication, and centralizing risk to deliver high-quality outcomes efficiently and cost-effectively." 

All future facilities are intended to be sustainably built to the aim of net zero carbon, with potential and intent to apply for grant funds through the Federal Green and Inclusive Community Buildings Program.
