Budget-TEST
Our City Budget
We’re building the City of the Future with low taxes and smart investments.
Last year, Kelowna grew to 165,000 people and remains one of Canada’s fastest-growing cities. Despite having one of the lowest property taxes in the province, we manage an annual budget of nearly $900M to deliver essential services and big projects that truly matters to our residents. Look inside the budget to see the blueprint for our enviable financial position.
Low taxes are no accident
Kelowna has one of the lowest taxes in the province by design. Each year, City Council makes tough spending decisions about funding new or enhanced services, maintaining existing services, or investing in big capital projects — all while keeping taxes reasonable. See how we compare with towns and cities across the province.
Compare Taxes
Only 1 in 4 dollars comes from taxes
Minimizing our reliance on taxes isn’t just good governance, it’s a corporate priority. More than 75 per cent of our budget comes from sources other than taxes, like user fees, utility service charges, developer contributions, and grants. See how we've increased non-tax revenues through program cost recovery and other approaches.

Services behind the numbers
Our budget includes services that help us move, work, connect, and play. Transportation and utilities make up more than half of our 2025 preliminary budget, while the cost of government is less than 14 per cent. See the services that make up the 2025 Preliminary Budget.
