Financial Assistance for Recreation
Full time City of Kelowna residents who meet the appropriate family net income threshold based on statistics Canada’s After Tax Low Income Cut off may apply for the City of Kelowna's Financial Assistance Program for recreation. The subsidy program provides a credit to purchase a pass to Parkinson Recreation Center or to use towards our programs.
Everyone deserves the opportunity to enjoy recreation. Our Financial Assistance for Recreation Program helps make recreation more affordable for Kelowna residents who are experiencing financial difficulty.

Eligibility to Apply
Kelowna residents who meet the following criteria are eligible to apply:
- Canadian citizens or permanent residents currently residing in Kelowna.
- Individuals who meet income verification requirements and have all the necessary documentation.
- Those who receive government financial assistance.
- Individuals who do not receive government financial assistance but are experiencing financial hardship and meet the guidelines.
To apply for the City of Kelowna Financial Assistance Program (KFAP), email the Access to Recreation Department.
Please note: The application process includes an assessment of your income eligibility. This assessment considers income from all sources, Access to Recreation Department including employment of all types, investments, pensions, child support and foster child support payments, rental income, funds held in trust, disability benefits, workers’ compensation, foreign investments and income, pensions, and other financial sources.
The assessment process may take up to two weeks from the date of submission, provided all required information is received.
- Temporary residents (visitors), includes those on a study or work permit
- Immigrants classified as business class, an investor or entrepreneur
- Any individual that is banned from City recreation facilities including Parkinson Recreation Centre and YMCA's in the Kelowna area.
A family is defined as up to two adults and all their dependent children 18 years and under (with legal guardianship) .
To apply for the City of Kelowna Financial Assistance Program (KFAP), you must submit the following to Access to Recreation Department.
Required Documents
1.Verification of Kelowna address within the past three months (submit one of the following):
- Utility bill (electricity, gas, water)
- Cable or internet bill (dated within the last 3 months)
- Rental agreement
- Government-issued document showing your current address
3. Proof of Income:
Income Statement (Option "C" print not NOA) from Canada Revenue Agency (CRA) for all family members who contribute to the household income or expenses in Canada and abroad.
For a family:
Canadian Child Benefit statement (CCB) clear, legible, and current copy should include Parent Name, Family Net Income, Marital Status, Child First Names.

How to Use Your Funds:
- Visit Parkinson Recreation Centre in person to purchase a membership, call our clerks, or sign in to your online account to register for a program.
- If you plan to use the fitness center 3 times a week or more, a membership is the most cost-effective option.
- If you plan to come less frequently, we suggest using punch passes instead of a membership.
- Benefits are valid for one year from approval and are not transferable.
All applicants and recipients must follow all guidelines for receiving the financial assistance, any misuse of financial assistance passes, credits or discounts may result in loss of financial assistance.
All applicants must follow Parkinson Recreation Centers Code of Conduct, any misconduct may result in loss of financial assistance.
Applicants that are currently banned from PRC or any of the YMCA facilities in the Kelowna area are not eligible for KFAP.
A credit will be applied to your account and can be used for
- Drop-In Passes or Memberships – These can be used exclusively at Parkinson Recreation Center for access to the pool, hot tub, and fitness center.
- Credits can be used for programs offered on rec.kelowna.ca.
- Restrictions – Credit cannot be used for rentals, birthday party bookings, or merchandise purchases.
- Benefits are valid for one year from approval and are not transferable.
No, unused subsidy amounts cannot be transferred or shared with another family member or friend.
No, subsidies only take effect from the date of approval and remain active for the duration of that year.
The credit will automatically go back into your recreation account in accordance with the City’s withdrawal policy.
Yes, all applicants need to re-apply as financial situations can change over time. You can resubmit your information up to one month before your current term expires.
If all required information is complete and accurate, we aim to process applications within one to two weeks. Additional follow-up information may be requested, and it is the applicant's responsibility to provide all necessary documentation. You will be notified by email or phone once your application has been reviewed.
You may call or visit the Parkinson Recreation Center, where a clerk can look up your client record and confirm whether your application has been processed. You can also sign in to your online account to view your credit balance and register for programs. If it has been more than two weeks since you submitted your application, you may email the access department.
You can check your account online, or call or visit the Parkinson Recreation Center at 250‑469‑8800 or 1800 Parkinson Way, where a clerk can access your client record and provide details about your remaining credit balance.
Post-secondary students are not eligible for financial assistance. However, students can access a discounted student rate on passes. To receive this rate, please present a valid student ID along with proof of full-time enrollment that includes your name.
